Japanese AV producers are increasingly paying attention to the issue of piracy. In addition, the new “AV Act” was enacted in 2022 in response to public concern over the “forced performance” problem affecting some Japanese AV actresses. To address these issues, the new law was passed by a majority vote on June 15, 2022.

The main contents of the law include, but are not limited to, the following points:

1. A written contract must be signed one month before filming:
   The contract must clearly state the filming content and relevant terms, along with a detailed explanation of the obligations.

2. The safety of the performers must be taken into consideration:
   The production process must ensure the physical and mental well-being of the performers and eliminate dangerous or unreasonable filming conditions.

3. All completed works are prohibited from being released for four months:
   This period provides the performers with ample time to consider the situation, ensuring that they have adequate access to information and the right to withdraw.

4. If the obligation to deliver a written contract or to provide explanations is violated, the performer can cancel the AV contract:
   The performer has the right to unilaterally terminate the contract without incurring any legal liabilities.

   
   

With the new law coming into effect in 2022, significant impacts have been made on the operations of Japanese AV producers, AV actresses, management agencies, and AV distributors. It has not only led to a substantial decrease in overall revenue, but also reduced the industry's tolerance for piracy to a minimum. In the future, producers are expected to adopt even stricter measures to combat piracy to protect their interests.
